How can you determine if a given scooter is street or highway legal? Investigating the requirements for street or highway scooters is a good idea as you narrow your options and pick what will work. Moving beyond the realm of kids scooters, these issues and others should be considered:
- A street legal scooter needs to be EPA-approved. The Environmental Protection Agency has air quality control standards that must be met.
- Every state has its own Department of Transportation compliance requirements; check with your state for details.
- The NHTSA defines a vehicle that produces not more than 5-brake horsepower, has motive power, a seat or a saddle, and a design for traveling with not more than three wheels contacting the ground, as a "motor driven cycle." Meeting these qualifications exempts such a vehicle from some laws that apply to motorcycles.
